Strengths: all tools have input schemas with typed parameters and descriptions; most tools clearly state WHAT and WHEN; tool names follow verb_noun patterns. Weaknesses: descriptions are verbose (many exceed 200 chars, wasting tokens); error handling strategies are not documented (no recovery guidance); some parameters lack constraints (e.g., threshold ranges 0-1 but no default is actionable); no tool output schemas documented; no security annotations (permissions, scope declarations); tool composition could be tighter (e.g., mark_moment + list_moments could offer a single 'capture_and_fetch' for common workflows).

Output schemas are not documented. Tools return data structures but LLMs cannot see expected fields, types, or pagination info. This forces agents to guess at response structure and plan blind downstream calls.
Descriptions are often verbose (150-200+ chars), wasting tokens. E.g., 'generate_context_handoff' description is ~170 chars when it could be 80-100 chars. Baseline A+ tools average 194 chars across ALL params; individual tool descriptions should be tighter.

Parameter 'kind' in mark_moment and add_relation uses enums correctly, but similar constraints are missing elsewhere. E.g., 'estimatedComplexity' in create_task has enum but 'status' in update_task lacks enum declaration in the visible schema.
Tool composition could be tighter. 'mark_moment' followed by 'list_moments' is a common pattern, but no batch variant exists. Similarly, 'add_comment' is singular; agents calling it in a loop waste tokens. Batch tools like 'add_comments_batch' or 'mark_moments_batch' would reduce round-trips.
